France's Political Permacrisis: The Beginning of a New Political Era

Back in October 2022, when Rishi Sunak assumed office as British prime minister, he was the fifth British prime minister to take up the position over a six-year span.

Triggered in the UK by Brexit, this signified exceptional governmental instability. So how might we describe what is occurring in France, now on its sixth prime minister in two years – three of them in the last ten months?

The current premier, the newly reinstated Sébastien Lecornu, may have gained a brief respite on that day, sacrificing Emmanuel Macron’s key pension reform in return for opposition Socialist votes as the price for his administration's continuation.

But it is, in the best case, a short-term solution. The EU’s second-largest economy is locked in a political permacrisis, the scale of which it has not witnessed for many years – perhaps not since the establishment of its Fifth French Republic in 1958 – and from which there seems no simple way out.

Minority Rule

Essential context: from the moment Macron called an ill-advised snap general election in 2024, France has had a divided assembly separated into three opposing factions – left, the far right and his own centre-right alliance – none with anything close to a majority.

Simultaneously, the nation faces twin financial emergencies: its national debt level and deficit are now nearly double the EU limit, and hard constitutional deadlines to approve a 2026 budget that starts controlling expenditures are nigh.

In this challenging environment, both the prime ministers before Lecornu – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were ousted by the assembly.

In mid-September, the president appointed his trusted associate Lecornu as his latest PM. But when, a little over two weeks ago, Lecornu unveiled his new cabinet – which turned out to be largely unchanged from before – he faced fury from both supporters and rivals.

To such an extent that the next day, he resigned. After only 27 days as premier, Lecornu became the briefest-serving prime minister in modern French history. In a respectful address, he cited political rigidity, saying “party loyalties” and “certain egos” would make his job all but impossible.

A further unexpected development: just hours after Lecornu’s resignation, Macron asked him to stay on for two more days in a final attempt to secure multi-party support – a mission, to put it mildly, not without complications.

Next, two of Macron’s former PMs publicly turned on the embattled president. Meanwhile, the far-right National Rally (RN) and leftist LFI refused to meet Lecornu, vowing to reject all future administrations unless there were early elections.

Lecornu persisted in his duties, talking to everyone who was prepared to hear him out. At the end of his 48 hours, he went on TV to say he thought “a solution remained possible” to avoid elections. The leader's team announced the president would appoint a new prime minister two days later.

Macron honored his word – and on Friday reappointed Sébastien Lecornu. So recently – with Macron helpfully sniping from the sidelines that the nation's opposing groups were “creating discord” and “entirely to blame for the turmoil” – was Lecornu’s critical test. Could he survive – and is he able to approve the crucial budget?

In a critical address, the young prime minister outlined his financial plans, giving the Socialist party, who oppose Macron’s unpopular pension overhaul, what they were expecting: Macron’s key policy would be frozen until 2027.

With the right-wing LR already on board, the Socialists said they would refuse to support censorship votes proposed against Lecornu by the extremist factions – meaning the administration would likely endure those votes, due on Thursday.

It is, nevertheless, by no means certain to be able to approve its €30bn austerity budget: the PS explicitly warned that it would be demanding further compromises. “This,” said its head, Olivier Faure, “is just the start.”

A Cultural Shift

The issue is, the more Lecornu cedes to the centre-left, the more opposition he'll face from the right. And, similar to the Socialists, the conservatives are themselves split on dealing with the administration – certain members remain eager to bring it down.

A look at the seat numbers shows how difficult his mission – and longer-term survival – will be. A total of 264 deputies from the RN, LFI, Greens, Communists and UDR want him out.

To achieve that, they need a 288-vote majority in parliament – so if they can convince only 24 of the PS’s 69 members or the LR’s 47 representatives (or both) to vote with them, Macron’s fifth precarious prime minister in two years is, similar to his forerunners, finished.

Few would bet against that happening sooner rather than later. Although, by an unlikely turn, the dysfunctional assembly summons up the collective responsibility to pass a budget by year-end, the outlook afterward look grim.

So is there a way out? Early elections would be unlikely to solve the problem: polls suggest pretty much every party bar the RN would lose seats, but there would still be no clear majority. A fresh premier would face the same intractable arithmetic.

An alternative might be for Macron himself to step down. After a presidential vote, his replacement would dissolve parliament and hope to secure a parliamentary majority in the ensuing legislative vote. But this also remains unclear.

Polls suggest the future president will be Le Pen or Bardella. There is at least an strong possibility that France’s voters, having elected a far-right president, might think twice about handing them control of parliament.

In the end, France may not emerge from its quagmire until its politicians acknowledge the changed landscape, which is that clear majorities are a thing of the past, winner-takes-all no longer applies, and compromise is not synonymous with failure.

Many think that transformation will not be feasible under the country’s current constitution. “This isn't a standard political crisis, but a crise de régime” that will endure indefinitely.
